1. The Aquiralty Estimate is fur below the present consumption as ascertained by actual measurement. The Colonial Govern.ent are therefore at present unable to accept the Admiralty Estimate as a basis of valuation.

al water mains, and the prevention of waste generally. It is therefore anifestly more to the advantage of the Admiralty to pay according to the actual consumption from time to time

3. The Colonial Government prefer that the charge for water shall be based on the actual quarterly
consumption for the following reasons:-
(a) This is evidently fair to all parties
concerned.
(b) It encourages care in the use of water
and is a valuable deterrent to its misuse.
(e) With a limited supply of water and one necessitating filtration it is of the ut.ost importance that means should be provided for readily detecting waste arising from defective pipes fittings or carelessness anu theColo nial Government are advised that experience has shewn this
